Erosion control and SWPPP
LF and EASilt fence, inlet protection, stabilized construction entrance, check dams, riprap and blanket. Installed, pulled and reinstalled as the site opens up, so the assumptions sheet says whether they were counted once or carried per phase.

The file that decides it: the P&ID and line list
A layout drawing tells you where pipe goes. The P&ID and the line list tell you what it is, and that decides the weld count and the NDE percentage.

The earthwork assumption sheet, published instead of buried
Every earthwork dispute starts with a factor somebody chose and nobody wrote down. This is the list that ships with the volumes.
Mass haul analysis, where yardage turns into money
A balanced site and a cheap site are different sites. Everything expensive about dirt happens between the cut and the fill, and nobody reports that part.
A cut and fill balance answers one question: does the dirt fit. It says nothing about what moving it costs. Two sites can balance within a few hundred yards and still sit a dollar a cubic yard apart on the moving, because on one the fill is 300 feet from the cut and on the other 3,000 feet away across a live access road.
The chain is short and every link is checkable. Bank volume times swell gives loose volume. Loose volume over the body capacity of the truck you actually run gives loads. Loads times a round trip cycle time, built from distance, grade, surface and the delay at each end, gives hours. Hours meet a spread: an excavator or a pair of scrapers, a dozer pushing, a compactor and a water truck.
Then the decisions that move the number. Rehandling on site is cheap and slow. Export is fast and carries a tipping fee plus a round trip. Imported structural fill carries a delivered cost that moves with diesel and distance to the pit. Balance points tell you which yards are worth pushing and which are worth trucking, and the free haul distance in the specification decides where haul stops being included in the excavation price and starts being paid as overhaul.
Send one earthwork package, not the whole site
One building pad, one utility run, one grading sheet. An estimator scopes it, sends a fixed price and a delivery date in writing, and nothing moves until you approve that.

Underground utility estimating services
Length is the easy half. Depth and what is already in the ground are the other half.
Pipe, structures and tie-ins
LF and EAPipe by diameter and material, structures counted by type and depth with frames, covers and connections. A wet tap on a live main is a tapping sleeve, a valve, a permit and a utility coordination window, so it is counted as its own item rather than as the pipe it lands on. A cut-in tee is the same connection with a shutdown behind it, and it prices differently again.
Depth bands, not an average depth
A run that starts at 5 feet and ends at 18 feet is measured in bands, because shoring, bedding, spoil handling and the machine all change on the way down. An average understates the deep end, which is the end that costs money.
Trench, bedding, testing and safety
CY and LFTrench excavation, bedding and haunching, select backfill against native, compaction, and the trench safety item the spec requires by LF.
Testing and crossing conflicts
Hydrostatic testing, disinfection, bacteriological clearance, mandrel and air testing carry real duration and are counted, not taken as a percentage of the pipe. Profile conflicts are flagged with the stations named.

The density assumption is written down
Square yards times thickness times a density gives tons, and the density is stated in pounds per square yard per inch. Three pounds of disagreement on that figure across 40,000 SY of 3 inch pavement is 180 tons of asphalt neither bid has priced.

Truck court and trailer stalls
Heavy duty sections under a truck court, trailer parking and dock apron are measured as their own areas at their own thickness. Averaging them into car parking is a quiet way to lose money on a distribution site.

Two materials, two units, two ways a bid quietly goes wrong. One gets counted when it should be weighed. The other gets measured by volume when the money is in the formwork.
Process piping estimating services, priced by diameter inch, not by the foot
A hundred feet of 2 inch carbon steel and a hundred feet of 12 inch stainless are the same length and nothing else. Here is the unit that carries the labor.
Why the weld, not the foot, sets the price
Length buys material. Welds buy labor, and labor is most of a piping package.
Diameter-inch as the labor unit
DIA weld on a 12 inch line is roughly six times the diameter-inches of a weld on a 2 inch line, and the hours follow the diameter-inches, not the joint count.
Wall thickness and material multiply it again
Schedule 80 takes more passes than schedule 40. Stainless, alloy and chrome take more again, and they take procedures. The total is factored by material and schedule.
Shop welds against field welds
SplitShop welds happen at a bench with a positioner. Field welds happen on a rack at height in weather. Where isometrics exist the split comes off the spool breakdown; where they do not, the split is an assumption and says so.
NDE and the radiography percentage
% of weldsA 5% spec and a 100% spec are different jobs. Full radiography on a chrome line changes the labor, the schedule and the rework exposure, so the percentage used is read off the specification and stated.
What else gets counted on a piping package
The pipe is the cheap part of the list.
Fittings, flanges and valves
EACounted individually by size and rating rather than as a percentage of pipe footage. Valves are frequently the largest single material line on a process package, and every flanged joint carries a gasket and a bolt set off the flange count.
Supports, racks and hangers
EA and LFField supports counted by type, spring hangers and guides identified separately, rack foundations landing on the concrete package.
Where the rack steel gets lost
Pipe rack steel sits between the structural package and the piping package and routinely gets carried by neither. It is picked up by weight, and the sheet names which package it landed in.
Insulation, heat tracing and coatings
SF and LFInsulation by square foot at thickness by service, heat tracing by linear foot with the circuit count, coatings by SF with surface preparation named.
Equipment receiving, setting and the OFCI split
The biggest scope gap on a plant bid is who receives the owner's equipment.
Who carries freight and receiving
OFCI or CFCIOwner-furnished contractor-installed equipment still needs somebody to take delivery, offload it, store it, insure it and answer for damage. The estimate names which party carries each.
Rigging, cranes and access

A pick over an existing building, across a live rail spur or through a 20 foot gate is a different crane from the same weight in an open field. The access assumption sits beside the crane hours.

Warehouse, plant and data center, what actually drives each number
Three building types where the cost driver is not square footage, each with a threshold that moves the number more than floor area will.
Warehouse construction cost estimating
Clear height is the driver, not footprint. Every four feet of added clear moves panel or column height, brace loads, foundation size and the sprinkler design, because an ESFR listing is written to a maximum roof height. A slab for wire-guided equipment is a different pour from a slab for a sit-down forklift, and a distribution center construction estimate adds dock count, levelers, pits, seals and the truck court section. Published tilt-up warehouse cost per square foot figures move further on those decisions than on the spread between two bidders.
Manufacturing plant cost estimating
On a plant the process decides the building, so the building gets measured last. Equipment pads, deep foundations under heavy machines, pits and trenches, crane runways and their columns, floor loading that pushes slab thickness past anything a warehouse needs, utilities at process pressure. The gap that hurts most is the boundary between the mechanical contractor, the millwright and the GC, so it is stated per item.
Data center construction cost estimating services
The buyer measures the project in megawatts of IT load, not square feet, because electrical and mechanical carry the number and the shell does not. Switchgear, generators, UPS, busway, containment, chillers and CRAH units are quantified off the drawings, whitespace and greyspace kept apart, escalation exposure on long-lead gear called out. What is offered is quantities and cost structure. Topology, redundancy design and tier certification are not.
When your building is not actually industrial
The boundary is tenant-facing against process and logistics. A big-box retail shell, an office fit-out or a hospitality build is priced against a tenant program and a landlord work letter, and belongs on the commercial desk. A warehouse, plant or data center is priced against an operation, and belongs here. A flex building with 30% office up front gets split.

Accuracy is a function of what you sent, not who measured it. These are the questions asked before anyone signs an industrial number.
Which AACE class is the set I am sending?
Whichever one your documents earn. AACE 18R-97 runs from Class 5, a concept with a capacity and a site, to Class 1, a complete bid document set, graded on how much of the project is actually defined. The class is read off what you send rather than chosen to flatter it.
What accuracy can you promise on the set I have?
The 3-5% variance band applies to complete bid-stage documents, which is Class 1 territory. It rests on measured quantities and a second estimator rebuilding the volumes independently rather than proofreading the first file. On a 50% set with no grading plan and no line list, no honest estimator holds that band, and the quote names the band your documents support.
How is a construction cost escalation estimate built?
The estimate carries a base date, the month its prices were pulled. Escalation runs from that date to a named point: award, or the midpoint of construction on a long program. Material and labor escalate at different rates and are escalated separately, with the index stated.
Why is escalation shown as its own line?
Because you will want to argue with it, and folding it into unit costs makes that impossible. It sits on a removable row with the base date, the period and the basis beside it. Tariff-exposed commodities such as structural steel and copper are called out separately.
Can you price a conceptual estimate on an industrial project?
Yes, as a range with a stated basis, never as a single figure with false decimals. A conceptual estimate on an industrial project is built from capacity, footprint, clear height and the process equipment list. A design build industrial estimate adds an allowance schedule for scope nobody has drawn yet.
Phasing, shutdown windows and working around a live plant
Building next to a running operation costs more than building on an empty field, commonly 5 to 15% of the job. Almost no estimate shows it.
